It is the recruiter's responsibility to communicate departures with both the ID/R office and with the local MEOP. In general all departures should be filled out on the departure copy of the COE(or a copy of a COE) and sent in by the recruiter within zero to three business days to the local MEOP office.
The local MEOP office will then make a copy and forward the information to the ID/R office within zero to three business days. This eliminates the need for recruiters to send multiple copies to different destinations.
Also, data specialists need to enter departure information as it is gathered from recruiters, tutors and other migrant staff. It is not necessary for data specialists to wait for paper departure copies of COEs before entering departure information into MIS2000.
Any student record with departure information must have a paper documentation on file. Verbal departures are very problematic and can cause confusion as to a family's whereabouts.
