The OSY consortium seeks to improve the education of both migratory out-of-school youth and secondary youth who are at-risk of dropping out of school. New York State is one of 18 states in the consortium. The current title and acronym of the OSY consortium is, Instructional Services for Out-of-school and Secondary Youth (iSOSY).
